On November 07, 2016, Joel Libarios Otarra was appointed by President Rodrigo Duterte as member of the Board of Directors of the Philippine Postal Corporation.
Exactly three (3) days after, he was unanimously elected by the current Board of Directors of PHLPost as the Postmaster General (PMG) and the Chief Executive Officer (CEO) of the Corporation.
The employees at PHLPost admire PMG Otarra’s humility and simple lifestyle.
“Ramdam po namin ang kanyang katapatan at kababaang loob, masaya po ako at siya pa rin ang aming Postmaster General”, (We feel his honesty and humility, and we are happy that he stays as Postmaster General) says senior letter carrier (Postman) Roberto Brondo of Manila Central Post Office.
On his initial statement, PMG Otarra appealed to PHLPost employees and management to cohesively work closely with him to make PHLPost reliable, trustworthy and an efficient service-oriented corporation that should be directed back to the highest pedestal where the postal service belongs many years ago.
Presently, PHLPost is strengthening its partnership with government and private institutions to deliver first-rate mail service, parcels and various goods around the country and abroad.
Postmaster General Otarra finished his Bachelor of Arts in Economics at Asian Social Institute and Theology at St. Francis Xavier Major Seminary, Davao City and Bachelor of Arts in Philosophy at Notre Dame of Marbel University, Koronadal City, South Cotabato. Before his stint at PHLPost, he chaired the Center for Integrated Development and Social Marketing (CIDS), Inc. from 1996-2015.
He has a solid background in management and social marketing having been exposed in various consultancy positions in government and private organizations.
