Pre-bid Conference (October 12, 2018)

1. Procurement of Services for the Conveyance of International Mail Dispatches by Air with an ABC of Php 198,008,877.00;

The Secretariat acknowledged the following prospective bidders that attended the pre-bid conference:

 

  1. Mr. Joseph  Javier – Premier Logistics Inc. (3 items)
  2. Ms. Vernadette Vivero – All Transport Network (3 items)
  3. Ms. Melissa  Ronquillo – All Transport Network
  4. Ms. Maricris P. Oraya – MSL- One Stop Logistics Solutions Inc. (3 items)
  5. Mr. Joe Ann S. Davaos - MSL- One Stop Logistics Solutions Inc.

 

The Secretariat stated that they have invited the representative of the Commission on Audit, PCCI, Procurement watch, PICE and NCIPI however they failed to attend the pre-bid conference. Furthermore, The Secretariat also mentioned that they invited the end-user for the project. Ms. Aster Nodalo and Engr. Augusto Lecciones, end –users for the project are both present in the pre-bid conference.

 

The Chairman tasked the Secretariat to start the pre-bid conference. The Secretariat then announced that the bidders can start asking questions. However, representatives from the Premier Logistics Inc., and MSL One Stop Logistics Solutions Inc. did not raise any questions.

 

The Chairman said that the Committee presumed that the prospective bidders have read and understand the bidding documents since no questions were asked. However, representative from the All Transport Network, Ms. Vernadette Vivero, asked the Committee if the project is per line item procurement. The Chairman said it is per line item.

 

As a follow-up question Ms. Vivero asked if bidders need to comply with the 50% requirement for Single Largest Completed Contract (SLCC) in a per line basis also. Mr. Edwin Estorninos of the BAC Secretariat said that since it is per line item, the total sum of the bidder’s participation per line item should be the basis of the 50% SLCC requirement.

 

There are fifty – nine (59) destinations for procurement of services for the conveyance of International Dispatches by Air. The ABC for the project is Php198,008,877.00. If the prospective bidder will participate and will have bid in all 59 destination, the SLCC requirement based on the ABC is Php100,000,000.00, more or less. According to the end-user, if for instance the bidder going to bid only in 5 destinations, that bid will have to be summed-up and the total of that bid shall be at least 50% of their SLCC in order to see the capability of the bidder to perform the requirements under the TOR.

 

Engr. Lecciones also said that there are little changes in the turn -over time but basically the TOR is the same with the TOR last year for the same procurement. In the present TOR, the end-user had already provided the definite time (6 hours) for collection to delivery to aircraft and the turn-over of the service provider to the Office of Exchange. Some changes also are made in the payment terms and what exchange rate to apply.

 

For uniformity purposes also, the exchange rate that will apply is the prevailing exchange rate at the time of the loading to the aircraft so as to avoid discrepancy in the amount of payment for billing purposes. The BSP conversion rate will be the basis for such payment.

 

The Secretariat reminded the deadline for the submission of bid is on 26 October 2018, 9:00 AM.

 

The Committee proceeded with the pre-bid conference for International Mail Dispatches by Sea with an ABC of Php14, 378,429.

 

 

2. Procurement of Services for the Conveyance of International Mail Dispatches by Sea with an ABC of Php 14,378,429;

The following are the prospective bidders for the procurement of services for the Conveyance of International Mail Dispatches by Sea:

 

    1. Mr. Benie Balutan – Pyxis Services Inc.
    2. Mr. Gerry Fabro – Pyxis Services Inc.
    3. Mr. Joseph  Javier – Premier Logistics Inc.
    4. Ms. Vernadette Vivero – All Transport Network
    5. Ms. Melissa  Ronquillo – All Transport Network
    6. Ms. Maricris P. Oraya – MSL- One Stop Logistics Solutions Inc.
    7. Mr. Joe Ann S. Davaos - MSL- One Stop Logistics Solutions Inc.

The Chairman asked the end-user, Ms. Aster Nodalo if they need to fill up the container before it leaves via Sea. Ms. Aster Nodalo answered that is only done for dispatches to USA, the rest are on LCL basis.

 

In terms of the committed time, the end-user will send notification once or twice a month depending on the volume of cargo received.

 

The prospective bidder will have until Tuesday (16 October 2018) to raise question to the Committee and the end-user in case there are questions/clarification not discussed in the pre-bid conference.

 

Mr. Joseph Javier, representative from Premier Logistics clarified about the previous bid bulletin issued by the Committee on the disqualification of direct competitors who are engaged in the same line of business as PHLPost.

 

Mr. Edwin Estorninos stated that the Committee has already issued a bid bulletin regarding disqualification of direct competitors to participate in the bidding.

 

Mr. Javier said that they are not direct competitors in this project as they will be considered as service providers. They are into logistics business but they are also into courier services in domestic and international as well.

 

The Chairman said that it is the management decision thru the end-user to disqualify the direct competitors from joining the public bidding. If there will be changes, the Secretariat will inform the bidder.

 

The Secretariat reminded the prospective bidders deadline for the submission of bid is on 26 October 2018, 9:00 AM.

 

 

3. Procurement of Services for the Conveyance of Domestic Mail Dispatches by Sea with an ABC of Php 12,319,000.00;

The following are the prospective bidders for the procurement of services for the Conveyance of Domestic Mail Dispatches by Sea:

One Stop Logistics Solutions Inc. is under the umbrella of Magsaysay Shipping Lines, Inc.

 

The Secretariat informed that this project is on a per line item basis.

 

Ms.Vivero asked what are the final destinations of the 13 areas/routes since the requirement is a door-to-door delivery. Ms. Nodalo answered that there are actually different destinations but it is always within the city limits.  He added that the provider is allowed additional charges if outside the city limits.

 

Ms. Vivero, asked also about the basis for additional charges for the ODA, since there is no ODA indicated in the schedule of prices, or are they allowed to use as their basis for their proposal - the destination port to destination within the city limits. Mr. Aster Nodalo said it is addressed to all MDCs within the city limits.

 

Mr. Aster Nodalo added that delivery to destination outside the city limits seldom happened, only when these would be client/s that will require for a door-to-door delivery outside the city. The basis of charges will always be based on the Contract with the service provider.

 

Any addendum or additional information in the bidding documents and TOR by the end-user must be submitted on or before 16 October 2018, Tuesday.

 

The deadline for submission of bids is until 26 October 2018, Friday, 9:00 AM.
